AGA's Staff

President: Andrew I. Garte, CHMM

Mr. Garte has been a consulting environmental scientist since 1982. Mr. Garte received his BS degree in Marine Biology from Southwestern Massachusetts University in 1982, and initially worked in the hazardous waster management and plastics manufacturing industries. Mr. Garte has developed a broad range of expertise in NEPA and due diligence environmental assessments and surveys for mergers and acquisitions for the telecommunications and radio-transmission industry, as well as for industrial property transfer and redevelopment. Mr. Garte has extensive experience in performing environmental impact studies, assessments, impairment liability audits, regulatory compliance audits, due diligence and property transfer surveys as well as comprehensive environmental audit and asset management business programs. Mr. Garte has been the project manager and primary investigator on over 600 environmental management and site investigation/remediation projects. Mr. Garte became a registered 40-hour Hazardous Waste Site Worker in 1984; a Certified Hazardous Materials Manager in 1985; and a California Registered Environmental Assessor in 1988.

Environmental Scientist: Carrie M. Shook

Ms. Shook serves as a team member in the performance of environmental assessments and evaluations as they pertain to the National Environmental Policy Act (NEPA), and due diligence assessments for large property development projects in accordance with the American Society for Testing and Materials (ASTM) protocols. She is experienced in water quality monitoring, plant taxonomy, and wetland ecology. Ms. Shook received a dual degree from Salisbury State University and University of Maryland Eastern Shore, with a B.S. in Biology and a B.S. in Environmental Science. Prior to joining AGA she interned with the Salisbury State University Biology Department where she conducted Pfiesteria monitoring surveys, as well as assessing submerged aquatic vegetation (SAV) growth in Maryland and Delaware*s coastal bays.

 

 

Environmental Scientist: Christopher A. Sutton

Christopher Sutton is an Environmental Scientist with Andrew Garte and Assoc.. Mr. Sutton assists with the performance of Phase I and Phase II environmental assessments as they pertain to the National Environmental Policy Act (NEPA), and due diligence assessments for both small and large property development projects in accordance with the American Society for the Testing of Materials (ASTM) protocols. Mr. Sutton received a B.A. in Biology from Washington and Lee University with concentration in Environmental Studies. Mr. Sutton is experienced in field Geology and the identification of soil types as well as the taxonomy of plants and the use of botanical field identification guides. Prior to joining AGA, Mr. Sutton worked as an Extraction Lab Technician for Blue Marsh Labs based in Douglassville, PA.

 

Senior Archaeologist: James G. Gibb, Ph.D.

Dr. Gibb, a consulting archaeologist since 1985, leads AGA's Cultural Resources Management practice. He received his BA from the State University of New York, Stony Brook, and both his MA and Ph.D. from Binghamton University. Dr. Gibb is a historical archaeologist with extensive experience in the mid-Atlantic region discovering and documenting prehistoric and historical (domestic and industrial) archaeological sites. He is well known as a specialist in mid-Atlantic prehistory, the colonial period, and late prehistoric periods, and was one of the founders and lead archaeologists of the award winning Lost Towns of Anne Arundel Project. Dr. Gibb is well versed in federal, state, and local requirements for archaeological surveys and documentation, and currently serves as the City Archaeologist for the City of Annapolis. He has worked closely with museums and is a leader in the field of public archaeological education.

 

 

Graphic Artist: Victoria F. Garte

Ms. Garte manages the Graphic Arts department at AGA. She is responsible for preparing maps, figures, technical diagrams and digital photographic simulations and representations of AGA's project work. Her efforts include preparation of photographic simulations of aesthetic impacts from proposed construction projects; digital representations of various project alternatives for aesthetic evaluations, and multi-layered graphic presentations of numerous data sets to facilitate evaluation by regulatory agencies or the project team. Many of the graphics involve illustrating the facility viewshed, APE (Area of Potential Effects), photo location, and wetland areas on combined street and USGS topographic maps. She is well versed in "before" and "after" photo simulations illustrating pre-construction and post-construction views of various wireless telecommunications facilities. Ms. Garte has developed a library of images of telecommunications facilities and other items common to AGA's needs. She also scales and prepares line of sight analyses and drawings and soil profile diagrams. Ms. Garte holds a degree in Graphic Design and is proficient in Corel Presentations, Corel Draw, and Corel Photo Paint.
